Eh I could be making this stuff up as I go along, but I'm trying to make sense lol.
To me it would seem illegal to swap a cluster and not note that it has been switched over to different mileage.
Also in theory seems like the OBD2 cars, it would probably appear as swapped, if the car is new enough? maybe idunno computers are crazy
My 91, not sure if it has a swapped cluster, but my title under the milage has "xxxxxxxx"(xx... means unknown miles). I'm fine with that because its not too much of a concern, my car is dirt cheap haha.
Does anything make sense that I just said?

There's 3 blocks on a bill of sale and also on the odometer disclosure supplemental form. You either note car is actual mileage, mileage is beyond mechanical limits of odometer, or not the actual mileage. If I remember correctly the supplemental is for owners to do on their own if they mod/repair their car and are only doing a standard MVD renewal. The BofSale is for transfering property to a new owner and has the same info.

The law rests on the current owner's back for reporting correct info at time of renewal or sale or risk going to jail for fraud.

yep their correct worked as a car salesman for a while you can put what ever mileage you want on a car odometer, you do have to disclose at the time of sale that it is not the actual mileage and you are 1000000% ok

Just a small sidenote but a TMU (true milage unknown) is going to devalue the shit out of your car, may as well be a salvage title after that. If you're doing this to your Sti I'd check and see if the dealer can flash the cluster to the correct mileage first.

I 100% agree. Chryslers have the miles in the main computer so if you swap out one the milage is the same as before, GM's don't , I don't know about other ones.
