Allows the throttle body to actually open all the way, usually they don't. Mine was only opening 96%. You check the TPS voltage with the Key On/Engine Off and it should be (if I remember right) 4.75V at full throttle. If not, you grind back the bumpstop until that's what it reads. I just ground it way way back and put in the set screw so I could adjust it easier.
