Is there a 13.0 class and would a 13.5 car be competitive in that class?

Yes and yes. Last No Bull there was not a winner for the 13.0 class because both cars broke out, so you could still win it with a 13.5 car, stuff happens, the other driver can fall asleep at the tree, have problems, or just run too fast.

Yes there is a 13.0 class. Its all how you drive, adn if you cut good lights then you will probably be competitive.
